Your finding out why I sold the last JD gas 10/20 series I owned. They do not run right on the gas blends we get today. As for your problems>
1) Get NEW spark plugs. Once they foul from flooding they do not seem to ever work right with the factory ignition system.
2) Drain some of the fuel out of the tank and drain the carburetor. You may have water in both. It will still wet the plugs and smell like regular gas but will not burn.
3) Check to see what your battery voltage is when your cranking the tractor over. If it is under 10 volts or so It will not have hot enough spark to fire. I have even had to pull start them after I have flooded them. Even with new plugs and good spark.
4) If your still not running check for a vacuum leak on the intake side of the manifold. I have seen gaskets fall out when the tractor is running that will make a large enough vacuum leak that the tractor will not start cold the next time.

From the engine number, it was found that this Major was produced late 1946. It was almost complete but had various parts that would definitely need replacing.
