IH had the throttle stop since the 06 series was introduced with the exception of the 756. soon after the 86 series was introduced it was discovered that a chemical reaction was causing the wet sleeves to pit so a coolant kit was put on to stop this and was retofited to the 66 and 26 series tractors . As for the pipe it could be a cane or fork holder or maybe part of an old heathauser.
