It depends on what was used to create the file. If it was created by Acrobat, the creator of the file might have locked it from editing. You can prevent copying, opening, or even printing, if you really want. You can set a password, or leave it open entirely.
Best bet it to find whatever or whoever did the original and ask them to change it. Or send you the original pre-acrobat file (e.g. Word document) so you can edit it.
