69, 77? I was working at the local lumber yard for a Ag. co-op class the winter of 76-77. There wasn't any snow on the ground which let the frost go down eight feet in some areas. There were water and sewer lines froze everywhere. There were a couple of guy's that mounted steam cleaners to a trailer that went around the area thawing out septic pipes. The septic at the lumber yard froze twice. The guy would open the septic tank lid, drop a latter down, and climb down with his steam hose. When the pipe let loose his chest waders would get covered in crap. By the time he had the hose and latter put away everything that was on his chest waders was froze and only needed a few wacks with a broom to clear in off. He never got any of the stuff in the cab of his pickup. I bet he made a killing providing that service.
