K Effective- from what I have red and seen on the news, once Flint changed water suppliers and the water tests were completed...it was suggested that an inhibitor be added to correct the corrosive nature of the new water being supplied. Someone chose NOT to add this inhibtor due to added expense. The lack of the inhibitor allowed the corrosive water to remove the years of scale that had accumulated on the lead in the pipes.
The scale build-up is what protected the lead from being leeched into the water. Once the scale had been eaten off the lead began to leech into the water supply.
I could be wrong, but that is how I understood it.
