You say on the tractor, it doesn't do anything. Are you saying it doesn't make a sound, or tries to crank but doesn't have enough power?
If it doesn't do anything, (and you're sure there is power to the starter under load and the case is properly grounded), recheck the internal connections. Look for cracked solder connections, especially where the main lug solders to the field windings.
If it tries to turn over but lacks power, check the voltage to the starter while cranking. If the voltage drops to less than 8 volts or so, and the cables and starter are not heating up, check the voltage at the battery, follow the cables checking for voltage drop, bad connections, hot connections.
If it tries to turn over but lacks power, and the cables and starter are getting hot, first be sure the engine is free to turn over. A hydraulic lever not in neutral will load the hydraulic pump and over stress the starter. A locked up accessory, like the water pump, or alternator can hold back the starter. If all checks out, check the starter bushings, and the field winding bolts. If the armature is dragging the field windings, it will over amp and not be able to crank the engine.
