They had an article in the mccook paper the Thursday before. The scale girl at the ethanol plant is going to have all the drivers put in for finishing 47 from Cambridge to Farham. You can't get from Cambridge to highway 18 without crossing a 20 ton bridge or two, or going way out of the way.
Finishing 18 would be somewhat pointless, that section connects nothingville with nowheresburg.
Seeing how McCook works, you probably didn't hear about it to make their pet project more likely to happen. The paper said that McCook residents were invited to voice their opinion on expanding 83.
They want to make it 4 lanes with a median. Because it is "difficult to navigate" due to the hills and curves. I'm guessing it's some of the same people who want to get to North Platte in 45 minutes.
