In MI the law states that if you buy/sell an auto with the intent of making a profit , you are required to have a lisc. There is no majic number of 5 or 10 or any other of the rumors one hears. Even one is illegal. Usually they will not "watchdog" it but work on the complaint system Usually the ones getting caught are the ones in direct competition with the local "legal" dealers. Best thing is when one goes to Sec. of State to change title and there is suspicion, just ask them to run title history before transfer. People just have to empower themselves.
