I think union wage demands are part of the reason. But the biggest fault is govt regulations. I know of two places down here that were stopped by regulations. One was a feed plant that was going to expand.Give some more locals a job. But to meet regulations for OSHA and the EPA. It would have added 1-2 million to his cost,so he scrapped the plans
Another was a Bio Gas generation plant.But by the time all the govt inspectors got through. He said to hell with it.
