No, I don't think that will work. Starter motors are designed for intermittent use. The size pump you would need would take a long time to raise the load.
You'll need to do some research. The hardest part will be determining the amount of force the cylinder will need to lift the load. Not just the combined weight of the bed and load, but the geometry of the cylinder must be considered.
If you have the original cylinder and pump and a brand name, the surest way would be to find out the GPM and pressure the system was designed for. If you know the pressure, and the displacement of the cylinder, you can decide what pump you need and what speed you can expect it to lift. Also need to figure the volume of oil to fill the cylinder in order to size the tank.
You may be able to find an electric pump that will work, but it will be slow. Hydraulic components are expensive, you'll want to do this right and do it once, otherwise it can be very frustrating!
