If gas only drips from the carb after a failed/choke assist start, that is normal for an updraft carb.
If it drips any time the fuel is on, that is an indication the needle float valve is not sealing completely. This is a common problem with updraft carbs and typically will still run, just have to be careful to turn the gas off when not running.
If gas pours out, that is a serious indication there is a problem. Could be trash in the needle valve, sunk float, float level too high, improper assembly.
Look at the plugs. If they are wet with gas after trying to start, it is flooding. Try less choke, try turning the fuel off while trying to start. If they are black, clean or replace them. Try starting with the air cleaner disconnected, it could be clogged.
If it's been cranked flooded, the cylinders may be washed down with gas. If it's been run flooding, (blowing black smoke) the oil may be gas contaminated. A shot of oil in each cylinder will bring up the compression. An oil change if contaminated will be necessary.
Make sure you have compression, good spark at the plugs while cranking, and proper timing.
How is the cranking speed? If the starter is worn, the battery weak, dirty connections, too small cables, there won't be enough power left for the ignition (unless it's magneto).
