Hey there neighbor George, at our facility, plus common also across the USA, every third HV Primary utility pole had the HV Primary Neutral bonded to earth by a No 4 copper wire down the pole to earth.........ALSO at every utility transformer its LV Secondary Neutral is bonded to its outer metal case which is bonded to a no 4 copper wire down to m other earth,,,,,,,,,,,, also at the service entrance the LV secondary Neutral is bonded to earth at the service drop or the meter base or in the panel.
Cattle are shocked because the tool or appliance or waterer or water tank etc they touch has a voltage potential HIGHER then the earth/floor upon which they are standing. Such CAN BE CURED by proper grounding and bonding and there is indeed a NEC section devoted to AGRICULTURAL BUILDINGS USED TO HOUSE LIVESTOCK which addresses and corrects these issues. Similar, look at all the safety and grounding NEC requirements to prevent shocks at swimming pools!!!!!!!!
