You need a FACTORY service manual to troubleshoot it, mucking away blindly and trying different things that may not be needed will dig you into a DEEP money pit darned fast.
You will start by checking transmission pump flow and operating pressure.
What is left of the transmission pump flow after the needs of the various transmission clutches and brakes and PTO clutch or brake "charges" the main (front) hydraulic pump.
Without an adequate oil flow to the front of the tractor, the main pump can't function.
If you are LUCKY the metal you see is from the brakes going "metal-to-metal, but if that's the case, there should be mushed up friction material in the sumps screen. Unless it has been previously cleaned after there linings fell apart and got chewed up.
Sorry to say, but if the metal isn't coming from the brakes you DO have a "money pit"!
