Yep, folks in my town (Shreveport/Bossier City) are being submerged. Barksdale AFB has recorded 15 inches so far and there's more to come. Several large subdivisions are under mandatory evacuation. Thousands have been displaced from their homes. News film shows hundreds of homes with water nearly up to their roof line.
This area experienced flooding last spring when repeated rain systems caused the Red River to flood to an almost record high. The flooding we are experiencing now is different: when the river rose, people had days of warning and time to prepare. This flood came from torrential rainfall which occurred in a matter of hours, at night, meaning that the water rose so high so fast that people were unprepared. They weren't even able to save their automobiles or their animals, or to retrieve valuables and block up their furniture. Also, it occurred in neighborhoods--nice neighborhoods--that are not normally susceptible to rising water flooding but are doomed by water from above.
My immediate neighborhood was not affected. My house is on a hill anyway, so I was only mildly inconvenienced by some road closures around me..
