You could, but that would take a bit of measurement and calculation to arrive at the correct resistance value. Then, the resistor would be large, hard to find, probably expensive, and would generate quite a bit of heat. So, why make it difficult and overcomplicated and potentially create more problems than you solve??? Simply change the bulbs to 12 volt bulbs and the problem is solved with no calculations, no quest to locate the right parts, and no problems.
