I'm guessing those are for the clamp bolts to hold it to the tractor's wheel. Ours are slightly different, but they all work on the same principal. All you do is clamp them to your wheels, the hook bolts are the means of drawing them tight. If you don't have them quite tight enough, the dial will soon a small amount inside the lip of your tractors rim, but that ultimately draws it in tighter. They're not liked by everyone, but they work just fine and usually can be had cheaper than bolt on duals. Also can be installed on tractors that have no other option for mounting duals, such as our Massey 285. The axle doesn't have a clamp on hub like row crop tractors do, so no way to have a hub for bolt on duals.
