I was a member of a 30 person VFD for 32 years. If they have the proper training on structure design, fire behavior and learn how to do a complete size up of the situation at hand, there shouldn't be any reason they can't fight from the interior. Obviously if it is fully involved it is a different story. We have saved a lot of structures by simply knowing what you have and make descisions accordingly. Speed is of essence. Lots of property can be saved by simply knowing where the fire is and how to access it and get quick initial knockdown which takes very little water in most cases and get the ventilation going. I would say 95% of most structure fires can be addressed in this manner. The surround and drownd theory is simply the result of poor training and poor leadership.
