Based on experience, by the time you clean the holes to weld, they will be much larger than you started with. Then when you weld, the edges will be thin and you will continue to blow through. But it can be done, I have done this method more than once.
Being that it is a push mower, I would be doing a little trash picking and find a newer deck with a bad motor.
Finally, plating or fiberglassing would be an option. But this would be my last resort considering how much time you may have to put into it versus finding another deck.
