Like most government endeavors, the USPO practices a failed business model that would have long since failed in the private sector. It has been able to survive as long as it has because it has been subsidized in one way or another by the taxpayers.
Though such practice was once (temporarily) viable prior to the destruction of the US economy by the now commonplace vote-buying practice of paying enormous numbers of people to not work for one reason or another, even the once great US economy can no longer support such.
Expect government "services" to continue to deteriorate while, at the same time, costs, fees, etc. continue to increase.
