To answer your two questions in order, and HONESTLY, NO, and PROBABLY NOT.
That being said, you can verify that there's a free flow of clean fuel to the pump and try bleeding the injector lines. (Understand how to that safely, or don't attempt it, getting diesel fuel injected through your skin is NOT swell.)
