Brakes sound like you have a leaking line possible rusted thru? Fill it up and pump brakes then check for were it is leaking. IH Printed some very good electrical manual for their trucks. Find one to use to put wiring back together. We had some good ones at work that made fixing the wire easy. You didn't say what year it was or what type engine kill it had on it, If cable pull , disconnect at lever and see if the cable was froze up? If electric could be in the wires pulled apart on switch? You have been good in the past at finding used parts to fix things up. I would check on what the tag and insurance would be on it before I bought it. Sometimes cheaper to get someone else to haul it in for you? Good luck and be careful with your project. I bought one 30 years ago without brakes drove it home 200 miles very carefully with just the hand brake. Older now, know better, won't ever do that again.
