Patience is your best tool for getting the fan pulley loose. I would use either Kroil or a mixture of ATF and acetone to soak the set screw. If you use the ATF/acetone mixture, it is like oil and water. It doesn't stay mixed so you have to shake it up constantly. The acetone will "pull" the ATF into the threads. While you are there liberally spray the out side of the pull where the threads are. Let the whole thing sit for several days and reapply at least once a day. It will come out! Once you get the screw out, you most likely have the tap the flat face of the set screw boss to get the pulley to turn. I have 5/8" by 8" brass drift that I use to do this. You might want to put some soap and water on the pulley and the belt also to ease removal. I have three H's that I have had to do this procedure on and it does work.
