I would bet that the bill hooks are rusty and hanging knots. Cut any hanging knots off them and polish them up with some emery paper. Makes sure the wiper arm is contacting the back of the billhook with just a little pressure.
There will be pictures of the billhook and wiper arm in the NH 273 operators manual.
