In all it adds up to a scam. He gets that bit of sympathy going, adds in the family issues of everyone piling on trying to get something out of an estate then wants to not only explain why he wants untraceable income but offers the opportunity to help screw the IRS.
So he baits the hook, then jigs it a bit to get you interested, then sets it hard. You send the guy cash and it's the last you hear from him!
