I'd go with the survey and fence. All too often when someone like that has proven to be a jerk a face to face talk can turn ugly. I've got a neighbor who's difficult at best. You talk property lines with him the first words out of his mouth are "I should just hit you" or something similar. I talked to him once, the sheriff a few more times before he got the message that he couldn't force me into anything. He actually had the nerve to tell me I couldn't hunt some parts of my property because "he didn't want to hit anyone by accident". I told him to make his first shot count, "army training might just kick in and I would return fire". Guy won't even talk to me now. But he doesn't shoot across property lines either.
