Banjo here are my best guess. The is a gear the pto lever moves to engage the gear train well it or its brothers break once in awhile. It is in the very, very bottom and a pain to get at (tranny dismantle) Next there is a jack shaft between the rear pto and this gear it has two couplers they could be stripped or broken. The pto must be turning to get the hydraulic pump working. Get one of those it service manuals and it spells it out and has pictures too.
