I am not sure about the Simms pump on a 70 3000. I am guessing these are inline minimec pumps similar to that on my Dexta, but mechanically governed. I am thinking that you should remove the overflow lines from the injectors and see if the return flow is the same on all three injectors by turning the engine over a few times. I would also have a fire extinguisher handy as I don't know how much goes back to the tank. I would normally try this on my Dexta tractor before suggesting you do it, however I have my injectors out right now for cleaning.
If fuel was coming out of the loosened No. 1 injector tube nut when you previously loosened it and there is nothing coming out of the overflow at the top of the injector then the nozzle valve is jammed. If fuel is returning at about the same volume on all three ejector tops then the no. 1 nozzle orifices are clogged.
If this is not a good thing to try now is the time for everyone else to chime in and nix this.
I don't expect any fire, but it is always best to play it safe.
It is also possible that the number one plunger and barrel are worn out. It depends on whether the number one poppet valve is working.
