It is a fairly easy answer - When the market research tells a company they would make money with such a tractor. It all comes down to the business case and a company will not develop something they could not sell in high enough quantities to pay off the investment in 2 to 3 years. Low quantities, which such a tractor would be, mean high production costs and also that a high per-unit profit is required, both of which add up to a relatively high price to the customer. How many folks would choose a gas 2WD tricycle if it wasn't much cheaper than a 4WD diesel, the kind that gets sold by the tens of thousands? Probably not enough to get into the black and therefore it is unlikely any company would be very interested in developing something like this. Keep in mind that a company's number one goal is to be profitable - if they aren't, they won't be around for long.
