The filter,if dirty/or clogged, would restrict air flow across the evaporator,if it has one.This would reduce the air flow coming out of the vents:max blower speed might feel like low.If this truck is dirty inside the cab,but does not have a filter,the evaporator itself may be clogged with dirt,and would have to be hosed out.Some filters are washable.So if the air is cold,but the airflow is weak,then this may be your problem.Other things can be loose/broken duct work, faulty blend doors,or hot air coming into the cab somewhere,(always use recirculate when it is real hot out). I remember working on these,but can't remember a filter for sure.Mark
