What might put a stop to it is if "we" got together and sued service animal providers, claiming that's as cruel as any of these other activities. It's cruel to make that poor dog lay there for hours on end with that harness strapped around him. He should be allowed to run free! Not to mention the training to get the dog to where he will lay still for hours on end like that. How much fear and pain do you have to instill in a dog to get it to behave like that?
