Ford 6000 tractor engine hard to start

Hey guys, I'm having some trouble and looking for a possible solution...

I picked up a delivery truck a few years ago that had been repowered with a 6000 Ford tractor diesel engine (I don't know who "assembled" it, but they did a quite professional looking job on it). It seems to run strong, no lack of power, no odd noise, no abnormal smoke, but it is hard starting.. no matter the temperature, it wants a sniff of ether to start. Don't matter if it's been sitting for a week, or was just shut off 20 minutes ago.. she don't want to start without a sniff. Previous owner said it was like this when he bought it as well.

What I know: As far as I can tell, I don't have any leaks in the lines (some of the lines aren't all that easy to get to, but best I can tell they're ok). Has a electric fuel pump at the tank, and appears that it feeds the mechanical fuel pump, so even if it was losing prime the electric pump should prime it up.

I have not checked compression as my diesel tester does not have the fittings I need to test it. From the "book" the person who assembled this rig had made, the engine had a full overhaul when it was installed, but I have no idea how many years/hours/miles ago this was (the book has the cost and time and what all parts used in the build were sourced from, but no dates).

Appears to have a simms injection pump. Would this pump have the apparatus to "open" the rack to help with starting? (where the pump is located in the truck its no easy feat to see very much). If it is, would opening the throttle via accelerator pedal work the same (seems like if I recall correctly on some pumps when you would open the rack at the pump like that it changes the timing somehow to help with the cold starting, right?? So I'm thinking using the pedal would have no positive effect)

Can anyone offer any advice? I really hate giving it a sniff to get it rolling, pretty hard on the internals IMO. I'd like to get it sorted out and do something with the old girl.. bought it with great ideas and intentions, 2 years later here we are LOL.
