1944 JD model B starts hard cold

This tractor just does not want to start when the engine is cold. If you take the spark plugs out heat them with a torch, put them in, it will start instantly. This engine was completely rebuilt four years ago, once started it runs perfect. We have tried different spark plugs, but still the same thing. It has an electric starter added. This is a parade tractor only. Any ideas?
