Could be they were screwed onto the curvature of something or maybe the base is curved for decoration. The hooks cold be for decoration or they could be for anchoring a light cord of some sort. They look like this side we are looking at is the side that contacts whatever they are bolted to but that doesn't make sense either. In the end, I don't know!
