The M&W clutch is NOT factory but is desirable to have if it works. Allows one to pull that hand lever and stop the motion of the tractor while maintaining power to the PTO shaft. Very useful for baling, a pull type combine, or any other PTO powered where you need to stop yet keep power to the PTO.
To do away with it you would need to replace with factory parts from a junkyard or hillbilly bolt it together in some way if it is faulty. I would try to find parts for it if it does not work correctly. Some things are available and some are not.
If you have not realized it yet; When you push the foot clutch on a super h both the travel of the tractor stop as well as stopping the power to the PTO shaft.
