Sounds like the control board isn't doing it's job. Wouldn't be real difficult for someone that understands a little about fixing electronic circuits to trouble shoot and repair it. Depending on what components and markings are on the board might even be able to do it without a schematic.
You say they have replaced the control card 3 times, that may or may not be a clue. If we were sure the control electronics were designed correctly and that the cards were all good it could be the signal that tells the card the engine is running is at fault.
Do you know anyone local that dabbles in electronics, that would probably be your best chance of getting it fixed. I could design a circuit that would work or maybe fix the one you have but trying to do it remotely would be insane.
