Since the points are normally closed when the tractors just setting there not running with Ignition ON as you describe, A TEST LAMP OR VOLTMETER ON THE COILS OUTPUT (to distributor) OR THE DISTRIBUTOR TERMINAL FROM THE COIL SHOUILD READ NEAR ZERO VOLTS AND NO LIGHT........NOT battery voltage as you describe.
Put a test light on the distributors output to dist terminal, and with Ign on slowly turn the engine over and the light should flash ON (points open) but OFF (points closed).
If it never goes off and voltage stays the same as on coils input as you describe:
a) Points aren't fully closing b) Points are badly burned or corroded c) Distributor or the points aren't getting a good ground d) A wire or the circuit is open somewhere between coil and distributor and points then ground via point closure.
In order for the coil to fire the coil must conduct current via closed points (no light or voltage on coils output), but then the current is interrupted when the points open IE a test light on coils output to distributor would flash On (points open) and OFF (zero volts when points closed to ground)
