John, it sounds like you have a passage clogged in your carb. This is not unusual in these old carbs. I have successfully opened them by removing all the brass plugs in the carb. Then I soak the carb. in carb cleaner for a day or so. after that, I take a fine stainless steel wire and run it carefully through all the passages. For the over flowing problem, check the float level,the needle and seat and make sure the float is not leaking and filling with gas.
