Yes, there should be a neutral switch. But since the lights dim, that sounds more like a low battery or starter problem. Try cleaning the cable connections, jumping it, or charging the battery first.
If this is a gas/LP model, try shorting from the battery post to the small terminal of the solenoid (be absolutely SURE it is in neutral!) If it cranks, could be the neutral switch or ignition switch. If there is voltage getting to the small terminal of the solenoid when you try to start it, but the voltage is low, a starter relay can be installed close to the starter. That will reduce the voltage drop to the solenoid.
If it doesn't crank could be the brushes are worn down into the plastic holders, the solenoid is getting weak or just needs the linkage cleaned. The starter is simple and field serviceable, take a look inside, it may be an easy fix.
If this is a diesel 24v start system... and cable cleaning/charging/jump starting doesn't help, you'll need a shop manual and do some diagnostics!
