It's rare for a water pump impeller to fail. Not impossible, but probably not the problem unless that model has a history of such.
Overheating under load is typical of a weak thermostat or a clogged radiator. Being it has rusty coolant, it's possible the radiator is beyond flushing, and will need replacement or a new core. A good indication of poor circulation is a hot engine and cool air coming through the radiator.
Also take a look at the water pump belt for wear and tightness, if there is a fan shroud, be sure it is there.
