Dragging the seed in loose dirt, or disking it in hard dirt, would be my way of looking at it.
The wheat needs to be covered, but not very deep, so the harrow wouldn't cover it in hard ground, and the disk would burry it too deep in soft ground.
Don't know about timing in your climate, probably fairly soon.
Around here I would throw the grass seed in with the wheat (or oats) and let the grain grow a bit this year, and enjoy the new grass next spring. The grain would be a nurse crop to the grasses.
Perhaps you need to fix the dirt better, or deal with a weed issue and so you don't want to plant the grass yet?
Wheat one would plant a bu to a bu and a half per acre. Less works for just cover, it's not fussy. More works if you are worried about your planting method not getting everything to grow. It's not fussy.....
