The judge could have asked the cop if he could tell the difference between 28 and 30 and upped the ticket to 30 and increased the fine.
I was pulled over for 68 in a 55 - I knew I was only going 63 because I set the cruise for that and because at less than 10 over the speed limit the ticket doesn't count as a point on your driving record. I asked to see the radar and it showed 63 - the state trooper claimed I slowed before he got it locked in and wrote the ticket for 68. I called a lawyer in the country to fight the ticket and he said if the ticket is written for 68 it will be prosecuted for 68. He said he could take my money but it wouldn't make a difference, the only place I could fight it was on appeal - and the fees would be much higher.
