The foot clutch controls power off of the engine, the hand clutch is behind that and sometimes called a transmission clutch as it controls the transmission. On the Model CA, it is just a dry clutch that just disconnects the axle and lets the differential spin (as if one wheel was on ice). The WD and WD45 has a regular clutch pack that runs in oil and can be slipped all day long and not hurt it. On later models the hand clutch became the "power director" which had the low-neutral-high positions and could be shifted under power and on the go.
