Sounds like the control rack is stuck, it needs to move freely so each plunger helix can regulate the correct fuel delivery. The fuel shutoff lever is used to move the rack to the no fuel position, when it does not move usually means one or more plungers are stuck, keeping the rack from moving. You MIGHT get lucky, remove the two bolt side cover, crank engine over by hand and see which plungers are stuck up when the tappet is down. Spray with your favorite panther juice and carefully see if you can pry them down. To be sure the engine won't start loosen all the injector line nuts, then you can use the starter and watch all the plungers. When all are free the rack should move freely also. Best change or add engine oil to the pump too, it may be dry. When the rack is moving freely, tighten the line nuts and start the engine. If still no go the pump may have other serious trouble, last Simms I repaired that was in rough shape was about 700 to repair.
