Dieseltech and Al were spot on with the diagnosis. The control rack was stuck. The plungers would go up and down, but the rack was stuck to the left, which seems to be wide open throttle. After much gentle persuasion, the rack was freed, but one of the levers engaging the tabs on the rack is STUCK. It won't rotate at all, which prevents the rack from sliding left or right. Also the excess fuel button was frozen, that was freed up and helped free up the rack. Part of the process was spray in penetrant, wait, come back, repeat.
At this point, the fuel shut off lever is able to move the rack (tab 1 is temporarily disconnected). The stuck piece is part 109 of the Simms exploded view attached (if it uploads). It would be nice to find a number reference for this diagram but haven't found it. It will be a few days before I get back to the Ford Tractor.
