You can't combine the shipping on an invoice or send an invoice after the buyer has already paid. That is the problem. They buy an item pay for it. Buy a second item and pay for it. Then buy a third, forth or even up to six items and pay separately for each.That makes each item a separate transaction with it's own invoice/record number. Then the buyer send you a message asking for combined shipping. You cannot combine the shipping after they have paid. You can not send an invoice after they have paid. You have to send a partial refund. Ebay does not refund fees on a partial refund. Ebay only refunds fees on a full refund. Paypal also charges the buyer 2.9% when you send them a partial refund on shipping.
