Probably something that was ordered from B&S, some small difference that made it a special model number, (would have cost a fortune for the them to have done that), whoever ordered them never bought them, so they ended up sold as a surplus lot that the model number was never recorded as sold.
That's my guess anyway...
I bought a new B&S Intek on Ebay. It was advertised as a brand new, in the box, etc. But when I got it, it was wrapped in carpet padding, cardboard, and shipping tape. It had a rough ride, looked like it had tumbled around in the truck, the oil filter was broken and the oil cap had come loose, everything was oil soaked. I also noticed the exhaust ports were sootey, possibly from a test run? But the engine speed linkage assembly was all wrong, assembled and riveted together wrong, no way it would have passed a test run.
Somehow it got out of the factory that way, probably was in the rework pile and never got reworked!
It ran fine once I fixed the linkage. I suspect it went out of the factory in a lot bid. Who knows how this stuff happens!
