It isn't just a need to slow down. The biggest factor I see on I 40 in construction zones is idiots refuse to pay attention to the flashing sign's telling them to get over cause one lane is closed ahead. Half the folks keep barreling ahead in the lane they know is going to run out so they can get there first. Then when the lane runs out they are diving in between any car that has three feet of room. They assume if they can get the corner of their front end in the other driver will hit the brakes and let them the rest of the way in. When they do that one lane that could be running 55 drops almost to a standstill. When they don't there's a crash and still a standstill. Then all it takes is someone a mile back down the road not paying close attention and the rear end happens.
If it was up to me there would be twenty troopers ticketing anyone as fast as they can in the closing lane half a mile past where they were first told to get over. That alone would fix the slowdown and wrecks in construction zones.
