You got that right.
A local landscaper once billed us over $800 for some simple work he estimated less than $300 for. And then sent the bill to a collection agency because I refused to pay more than the original estimate.
The collection agency then threatened to take it to small claims court. I told them, "Please do. I'd like to see you and your client explain this to a judge". They settled for the original estimate.
It's all based on intimidation. Landscapers think they can overbill and then a collection agency will intimidate the customer into paying.
