I see one jumper clamp as the ground, where is the other one connected? It needs to be on the big battery post of the solenoid, then jump to the "S" post. That should make the starter spin.
Or you can connect the jumper clamp directly to the starter lead, the large lead on the bottom of the solenoid. That will make the starter spin without kicking the drive gear out. This method bypasses the solenoid contacts.
If it spins when connected directly to the starter post, but does not spin when connected to the solenoid post, the solenoid is bad.
