Normally the spools are tight against the bearing's inner race. The discs and spools go onto the shaft and the end nut is put on. The end nut needs to be tightened hella tight. Like hang off an 8 foot bar tight. The main thing I can think of is that the bearing isn't being side loaded. When you tighten the bearing bracket to the frame, make sure it's square with the frame as to not be pulling on the side of the bearing. Is it a rockflex disc? If not, that may be worth considering. The rockflex springs can be bought reasonably . Cheaper than new bearings and shafts.
